The Permanent Lok Adalat (PLA)

The Permanent Lok Adalat (PLA) is established under The Legal Services Authorities Act, 1987 (amended in 2002) to provide a fast, cost-effective, and binding resolution of disputes, particularly in public utility services. It functions as a pre-litigation dispute resolution forum and has the authority to pass binding decisions.

Key Features of Permanent Lok Adalat (PLA):
1. Establishment & Jurisdiction:
• Set up under: Section 22B of the Legal Services Authorities Act, 1987
• Deals with: Disputes related to public utility services, including:
o Transport services (railways, airways, roadways)
o Postal and telecommunication services
o Power, water, and sanitation services

• Jurisdiction limit: Initially ₹10 lakhs, but can be increased by the government.
2. Pre-Litigation Dispute Resolution (Mandatory):
• PLAs handle disputes before they are filed in court.
• If parties approach a PLA, they cannot directly go to court unless the matter remains unresolved.
3. No Need for Consent (Binding Awards):
• Unlike regular Lok Adalats, PLAs can pass a binding award even if one party disagrees.
• The award has the same effect as a civil court decree and is final & binding.
4. No Lawyers Required (Simplified Process):
